A lot of double panel file managers has fast preview under F3 key. Many of them auto-detect the content and display is as text or hex if file is binary. There are plenty of text files not marked specifically as text. For example: files without extension or text files with arbitrary extensions (let's say "httpd.conf".) CMD+ENTER doesn't work on them as MacOS don't know how to display them. Good example would be Total Commander on Windows. It will show the content, allow to change character encoding, fonts, etc. And because it just reads (no modifications can be done) it is fast and can show large files without any problems.
