Wat is je motivatie om overal voor een nav element met a-tags te kiezen en bij deze voor een ul met li's?

De manier waarop ik het voorbeeld van 'wireframes' begreep, is dat de 'Menu items’ zijn nav elements met links maar ‘Menu’ geef allen informatie over de items zonder links, dus voor mij is het geen nav element.
