I know config.h and config.mk do not get included in the make dist generated tarball. The new target eases downstream packaging a bit: when re-building the package the Debian helper scripts detect changes in the source tree (the new files) and refuse to proceed. The files can be added to a list of files to cleanup after build, but it's nicer when this is done automatically.
