The ability to dynamically install Puppet modules from the Puppetfile of a Bolt project is necessary if external modules are required.

This functionality was added in the v0.4.0 (https://github.com/martezr/packer-provisioner-puppet-bolt/releases/tag/v0.4.0) release.
