Not sure if this is a side effect of the transitioning from 2.2.0 to 3.0.0 and the prior to the uninstall I should have removed all package managers.
No, the manager should have migrated themselves.
Which Scoop version are you running? I suppore Scoop does work properly for the rest, right?
Yep it all works as intended. In fact in the discover packages area it even shows both sources correctly:
Just not in settings under Scoop.
Next beta version will have improved source logging, so please wait until them and send the logs again with the new beta version.

Uninstalled 2.2.0 and installed 3.0.0 Alpha 2 to test the changes. I noticed that Scoop sources don't appear in the settings although they do when doing a scoop bucket list:
As a test I removed the buckets directly in CLI and readded via WingetUI. They added successfully, but still did not display in the sources.
