Please try disabling PowerShell from WingetUI Settings
I turned it off and after restarting the program, the animation looping went away. Should I just leave PowerShell disabled? What will it affect?
You will not have PowerShell as a package manager. If you were not actively using it, you don't need to worry, you can leave it disabled
I've never seen PowerShell as a source for a program or updates. Am I understanding this correctly?
You may just have never seen it. PowerShell is the source for PowerShell CMDlets, which if you are not a programmer/power user/technician/pc guru/etc. you are not likely to not know what they are, and therefore you are not likely to have used them.
I am going to close this issue since there already is an open ticket for PowerShell hanging

Still on version 2 I noticed this oddity when using search the ticker animation continues despite the fact that the search is completed. Now on version 3 this problem is not present, but it appeared in the package updates section just when opening this section.
