[BUG] Only telling Winget to run in parallel doesn't work

Describe your issue

As is by default, Winget has parallel enabled but no other package managers do. However, even though I have multiple Winget packages to update, they aren't updated in parallel and are queued instead.

Steps to reproduce the issue

1. Have multiple Winget packages to update
2. Maybe have another pac-man's package to update

As is by default, Winget has parallel enabled but no other package managers do.

It should never have been a default to install packages in parallel. The default behaviour has been alwaus queuing
