set up github actions for checks and pages. Fix #4 #5

This is working in my fork, so hopefully will not need lots of tweaks to get working for you.

It includes both R command checks on several OS's, and deploying github pages using pkgdown. You'll need to enable pages to be build from the gh-pages branch, in the settings of the repo.

You should also "squash and merge" if you accept the PR.
