Updated Endpoint API won't replace old Endpoint API #164

What steps will reproduce the problem?
1. load your test API from App Engine project
2. change your test API files and rename them to designate production status
3. load App Engine project as usual
4. go to API explorer, notice new API not available

What is the expected output? What do you see instead?
I expected my new API. I saw my old one (can tell due to naming and description
differences)

What version of the product are you using? On what operating system?
latest Google App Engine. windows 8.

Please provide any additional information below.
