The project id used to call the Google Play Developer API has not been linked in the Google Play Developer Console

What steps will reproduce the problem?
1.Goto

2. Type something
3. Enable Oauth
4. you will get this message.

What is the expected output? What do you see instead?
correct response.
btw, When I hit this api via google-api-client for ruby, I get 500 error and
