Make toolkit heal over time #600

still slow, but you heal proggresivley instead of in 1 shot

if do this, slightly lower the reload time for it, as well as making sure to the ROT (regen over time) is balanced and not a DS2 situation

Would heal the same amount, just in smaller bursts

Common sense? It makes more sense to heal in bursts, so if you dont finish, toolkits arnt a waste

no it dont. it would buff mid fight toolkitting cuz u dont have to commit to it anymore.
