lets sure up the logic, and make sure it has no crew as well as distance just to be sure if there is any race condition going on

Haven't managed to repro... so instead...

logged respawn event in case of distance check failure
added extra check to ensure after that log to ensure no alive crew in vehicle
removed underwater respawn, but log the event

Hopefully the above will either solve the issue, or at least highlight which part of the code was doing it. It's very simple respawning, unless it was something external from this...
