Timeline should not be translucent when enabled/working

When the timeline is turned on with its checkbox, two things should happen:

It should become fully opaque.
Zooming to a set of features should take account of the timeline's top offset so that things don't disappear behind it.

The zoom should also have a bit of padding so that features are not squashed at the very edge of the available view area.

Zoom issue is fixed in commit #c06e6c8.
