Chrome-based browsers apparently don't honour :target / URL hash #1

On page load the hash value is there, but only Firefox applies the :target CSS ruleset. Need to figure out why.

Fixed (I think) in #https://github.com/martindholmes/facsViewer/commit/d883f71364b21724e91cc7a5fe9398e52aa20ee4.
