removed protocol #57

In response to feedback from the room in Singapore, I stripped the message protocol out of the document. This may rise again in another document if there is sufficient demand. (I am going to try to convene a summit of cloud load balancer types between now and Zurich.)

This deletes text about the protocol, and greatly simplifies the security considerations.

Please try to get comments in this week. I plan to commit on Monday and publish draft-07 shortly thereafter.
