Fixes issues with requiring access rights to installation directory (C:\Program Files...) when saving global settings
Makes it so that all instances of RudeBuild use the same settings files, for e.g. the VSIX-installed version would use a different settings files vs. the add-in versions.

Note that this addresses issue #10 that I logged a while back.

Maybe also worth noting that this should also fix the fact that upgrading would overwrite the existing global settings file (something I mentioned in #9). Since the file is in the user dir, it won't get overwritten during install.
