Improve SHAKEN CP and standards lint structure #2

There are multiple CPs: US, Canada, and France; so the CP was renamed to include the country.

For consistency with the rest of the lint sources, the version was removed from the CP and ATIS-1000080.

ATIS-1000080v3 support was added.
