DEAs nest within Local Government Districts (LGD) - added collection deas_by_ldg
Wards also nest within WPCs and NI Assembly Areas* (but have no relation to DEAs in this respect) - added collection wards_by_wpc Edit: turns out, only the old Ward boundaries fit within the WPCs, the new ones (used here) do not. The new wards however, do nest perfectly within DEAs and LGDs. Removed this in e1ffd795920f89c2a1e48393d0ce49c2591db944

Topo versions also included. I added the Northern Ireland EER for completeness. Essentially, this is the NI outline.
Using mapshaper to split files from OpenDataNI. In time, I should also be able to merge Northern Ireland Small Areas and Super Output Areas for the statistical collections.
