ilocplex-shared is built as very last target, even after ilastik #16

And then pgmlink links against libilocplex.a instead of .so / .dylib. pgmlink references ${ilocplex-shared} as dependency, but it still doesn't build before.

Any idea how to fix this?

(posting it here as Martin's buildem fork doesn't allow issues)

I just remembered that the cmake-shared is not yours, but @stuarteberg's...
