The setup documentation has required installation of a local installation of GNU make for many years due to a "subtle brokenness". This brokenness is not documented, so there is no way to track if it has been fixed either through changes to the makefiles or to the vendored version of gnu make 3.81 that Apple includes.
However, under usage on prior projects, it appears to work just fine without installing and aliasing a local version of make.
