As we discovered in #229, there are some changes that the archival tool fails to pick up. Adding an option to manually invoke archival specifically without being incremental, might help people recover from the accumulation of things like dead labels, renamed users, and the like.

A workflow_dispatch event has inputs, that allow this to be manually controlled, which is ideal. And is done.
