Specify svgcheck 0.6.2, as more recent versions seem to break kramdown-rfc #370

0.7.1 should be fine?

It turns out there was a separate regression in svgcheck causing this. It has been worked around in the latest kramdown-rfc (https://github.com/cabo/kramdown-rfc/issues/187) so we can probably just close this now.
