Update mmark in action to 2.2.40 #412

Update GitHub action to use latest mmark - it appears to bundle a 3 year old version.

It turns out that the markdown in https://github.com/oauth-wg/oauth-selective-disclosure-jwt produces XML that xml2rfc doesn't like with mmark 2.2.40 but was okay with mmark 2.2.10. Fun times...

When the pawn moves, it sometimes goes sideways as well as forwards. I suggest that you take this up with https://github.com/mmarkdown/mmark @bc-pi.

That's fair @martinthomson. I wasn't asking for any action on your part. Sorry if it came across that way. I guess I was just passive aggressively trying to give my colleague @dwaite some grief for inadvertently causing problems.

And FWIW I think I've figured out how to adjust the markdown https://github.com/oauth-wg/oauth-selective-disclosure-jwt/pull/364 so luckily I don't have to take it up w/ mmark.
