FR: Linux Packaging: OBS, CondaForge

Is your feature request related to a problem? Please describe. Users can install jj on various platforms with native linux packages; and maintainers can easily build packages for multiple linux distros w/ obs or just gh actions

Today all I've got is resources to help. The OBS tut looks easy enough, but commiting to pushing to obs on push to main
