Hi how can I create a whitelist against the nickname please?

I would like to whitelist all users who have a cloak please

See https://gerrit.wikimedia.org/r/#/c/318976/ where I have done the whitelist but anyone could user those nicks names since that whitelist isent being based on a cloak.
