Semester dropdown in review dialog should be sorted from newest to oldest #25

Just a small UI tweak: most people writing reviews will be reviewing a class that they are either taking now or took last term, so it would make sense to show the most recent terms at the top in the 'semester' select dropdown (they are currently sorted from oldest to newest).

Sort order is most recent to least now.
