Add a threshold to the intersection between WDPA and planning units #250

.. to only lock in PAs where the intersection is greater than a certain threshold, e.g. the following is the current situation for Rwanda - the Mukura protected area only has a very small part in planning unit 1323 - but it is locked it. Maybe make the threshold a user configured value.

This has been done, but has not been pushed to production
