Portuguese PT Language file #26

I am a special teacher dealing with unemployed adults and installing a new moodle site for classes. needed to translate the block to portuguese PT

Hello, I'm afraid you've not created this Pull Request correctly. You'll need to create a fork of the repository, add the lang/pt/block_messageteacher.php file and commit it. Then create a pull request from your fork to merge your dev branch into mine.

You can see GitHub's documentation for creating a fork and creating a pull request from a fork. If you dont want to install git locally to add the file, you can use the "Create new file" or "upload files" button on GitHub to add it through the website.
