SCAT3 Test Selection #46

Allow user to be able to select which fragments to run using the popup dialog prior to running Scat3 test. Dialog box has been implemented. Logic for selecting fragments remains.

@maryamkaka double check that the data is being written to the database now that test selection has been implemented. It looks really messy sorry.
