Fix the style regressions from the bootstrap removal #504

Current Behavior

  1. Filters and Annotation lost their style, and they should be the same size

  2. Contact Us should not be underlined

  3. Codemirror panel has a scroll bar by default

  4. On Safari, the right panel doesn't extend to the right edge screen shot 2017-05-16 at 4 02 15 pm
