ci(Docker): set up subtensor, miner, and validator using Docker for CICD and testing

This adds a docker-compose setup with a Dockerfile to build self-contained subtensor network comprised of several distinct machines that interact. This will be used to automate testing and deployment of our implementation of a subtensor subnet that uses masa-protocol as workers / miners.
