Create UtilityTracker smart contracts

• Create the first draft of the ValidatorUtilityTracker, WorkerUtilityTracker, OracleUtilityTracker smart contract
• The utility tracker smart contract must contain all necessary variables to track the utility of each actor (validators, workers, oracles)
• The utility tracker smart contract must contain all necessary variables to store the weighting factors that affect the utility of the actor
• These utility tracker smart contracts must implement an interface that contains the calculateUtility() function
• Deploy to Sepolia

TODO:

• Implement the calculateUtility() function for each type of actor (validators, workers, oracles)
• The utility information must be tracked and recorded over time, as they are subject to change. This will affect the calculation of rewards.

@miquelcabot @H34D can you update the descriptoon to include a summary of what was implemented and create a list of any outstanding tasks that require new tickets. I am reopening the issue and moving this back to QA until the description has been added to the ticket and any next steps have been ticketed out.
