spike: Validator Expansion #330

Currently, we have 1 writer node (validator) we want to scale this to 12 or more validators that stake a dynamically calculated amount of tokens to the protocol smart contract #317. We have 7 institutional validators that we are onboarding that can bootstrap the network as trusted validators. We need to link this into https://github.com/masa-finance/roadmap/issues/18 so validators get rewarded correctly.

Acceptance Criteria

Needs follow up cards if changing the code
