One of our oldest documentation files. It should be at least moved into documentation/, but better, I think, to absorb it into our web documentation.
On top of which, it's increasingly out-of-date. The rules near the top of the file don't reflect the new truth that prefixes/terms are evaluated in parallel, as are postfixes/infixes.
