Ensure `warstatus/` can run without any prefetched data #12

https://github.com/mascaldotfr/CoRT/commit/c4a1a7f1b2443f502f07659879e66889c6562927 is pretty bad, i'm working on a better solution that uses dictionary prepolutation. A long run will be made to ensure everything is fine starting from scratch.
