BUG - Enabling Proxy via 'Internet Options" tricks Remote #304

Although Remote has a box to provide a proxy if you go to Internet Options (via 
Control Panel or thru Internet Explorer) and enable to use a Proxy Server then 
Remote will rely try to connect through that to the Transmission server.  This 
is obviously wrong.  It should be always direct connect unless the user 
specifies the proxy within Remote only.  If you dont then people will get 
confused and wonder why a Remote isnt able to connect to Transmission when the 
Proxy server dies.

In local settings, you can three options to proxy mode: enable - always use 
proxy settings, disable - neve user proxy, auto - use the default local 
computer setting.
