Add Policy - does not show song in playlist and shows twice in Music Library

What steps will reproduce the problem?
1. Delete user.config and open Stoffi.
2. Change Add Policy to Add to Library and current playlist.
3. Create playlist. Playlist now has focus.
4. Double-click on an mp3 on the desktop.

What should have happened?
Add the song to the playlist and remove the duplicate in the Music Library.

What happened instead?
Song is not added to the playlist and the song is added twice to the Music 
Library.

Can you give us any additional information that could be useful in fixing
this bug?

What release of Stoffi are you using (Xia or Shang)?
