Improve and refactor a ScriptingUtils that used in various places #110

We should generalized a reusable class for ScriptingJob, 
ScriptingSchedulerPlugin, and the new ScriptConsoleWindow to be used 
consistently. This should easy the maintenance when running script text or file 
in a single place.

Fixed and added into quartz-extra module. Along with Props and 
ClasspathURLStreamHandler are moved into there.
