L: * those creating HTML forms SHOULD use ASCII field names, since deployed HTML processors vary, and field names shouldn't be visible to the user anyway.

Clarify that "to maximize interoperability" i.e., it's not a conformance requirement. Maybe a "MAY" instead of a "SHOULD".
