configure.ac: add "--with-pgtk" switch for building pgtk terminal support. Adjust X11 window system tests to no clobber pgtk preferences

As mentioned on #23 this will prefer pgtk over x if both are set.

I might need to trim some blank lines, I like to spread out blocks of less related code, especially when I am less familiar with it, and this is the most Autotools I have used
