src/pgtkfns.c (Fpgtk_popup_font_panel): repurpose X/gtk font chooser code (syms_of_pgtkfns): add new symbol

Most of the code here has been shamelessly stolen from the X port, using the menu to select a font (or M-x menu-set-font) will bring up the gtk font chooser and set the new font
