ci: use another ci service supporting vagrant and virtualbox (or kvm)

because macos instance of github actions is not fast.

candidates:

• AppVeyor supports virtualbox
• Travis-CI supports libvirt/kvm
• ...

maybe, we should try libvirt/kvm in order to solve this problem.
