Define Massa Official Provider Process

Following an internal discussion and this comment we should define the process and questions like:

• [ ] who is responsible ?
• [ ] who has access ?
• [ ] what the process is to add new domains to the allow list ?
• [ ] where do we discuss about these subjects ?
