update parameter list #67

Add phycocyanin (ug/L, RFU as probe), chlorophyll as RFU. @carrjill or @ben-wetherill, can you please add a comment below for the appropriate case sensitive parameter group, names (simple and wqx) and units to add to the parameter list?
