`mass app build` fails on a new template #134

when the _params.auto.tfvars.json file is blank, mass app build fails.

INF Building application...
ERR an error occurred while generating provisioner files error="error compiling dev params: error getting dev params: error getting existing params: unexpected end of JSON input" provisioner=terraform
