Description the routine send_massenergize_rich_email ios used in many places to send email using the old HTML templates. These templates should be migrated to PostMark templates.

This is still an issue which should be solved. When emails don't use templates, messages sent from the development server aren't properly marked as such. Here is an example of an email to Ellen Tohn from Canary testing which confused her:
