Display a site under maintenance page when there is an ongoing deployment

USER STORY

Possible Scenarios

Acceptance Criteria

[ ] Create a "site under maintenance page" to communicate to the users they cant use the site at that particular moment
[ ] All routes should be redirected to the ongoing-deployment route when there is an ongoing deployment
