message forwarding: forwarded message (if changed) is not retained #257

I thought I had made a ticket on this already, can't find it, but this is possilby a duplicate.

When cadmin forwards messages to team leaders, they can edit the message before they do so. That is handy: they may want to communicate with the team leader about that message. However, the email that gets sent does not include these edits and they are not retained on the Cadmin side either.

Found more full explanation in comment to #348, replicated here (without the screenshots): and also: when I forwarded the email I wrote something extra in the text box (it allowed me):

that extra text did NOT show up in the email I as the team leader got. So either we should disallow the cadmin to change the email, or have the changed email forwarded. Latter may be best as the Cadmin may want to write something. However in that case the actualy forwarded message (with the added text) should probably be retained so the Cadmin can see what they commented.
