Super Admin reports - communities do not match #610

When a Super Admin pulls 2 reports - Actions Report and Communities Report - the included communities do not match exactly. These should match.

Log onto Admin portal as a super admin
Click on communities
Scroll down to bottom of page
Download "All Actions"
Download "All Communities"
compare 2 reports for list of included communities

we need to see if this would be fixed by other reports fix ticket 1170
