In addition to Campaigns (the new functionality not released to communities), what was called a campaign is an event which lasts more than 7 days. If you see such events showing up as campaigns, that is intentional and not a bug.

Part of integrating the Campaigns and Community portals will be to show both these long duration events and new campaigns in the same place.
